Regulations
In most countries, paramotor pilots operate
under simple rules that spare them certification requirements for pilot and
gear. Those laws, however, limit where they can fly—specifying that pilots
avoid congested areas and larger airports to minimize risk to other people or
aircraft. U.S. pilots operate under Federal Aviation Administration regulation
Part 103.
Associations
In the U.S., the sport is represented
primarily by the US Powered Paragliding Association (USPPA)[note 1] which also
holds an exemption allowing two-place training by appropriately certified
tandem instructors. The US Ultralight Association (USUA) and Aero Sports
Connections (ASC) also offer some support.
Instructors in the U.S. are primarily
represented and certified by the United States Powered Paragliding
Association(USPPA). Other organizations include the Professional Association of
Powered Paragliding Instructors (***PI).

中國(guó)航協(xié)懸掛滑翔委員會(huì)在社會(huì)贊助和支持下，先后在北京、上海、天津、廣州、深圳、武漢、成都、西安、青島、大連、哈爾濱、沈陽、石家莊、鄭州、南昌、南京、杭州、福州、廈門等城市組織了多次動(dòng)力傘巡回賽、動(dòng)力傘邀請(qǐng)賽和全國(guó)錦標(biāo)賽并組織了多次動(dòng)力傘飛行表演，每次的賽事和活動(dòng)都在社會(huì)上產(chǎn)生了巨大影響，從而推動(dòng)了我國(guó)動(dòng)力傘運(yùn)動(dòng)的發(fā)展。1997年，中國(guó)香港回歸之際，成功舉辦了中國(guó)香港至北京動(dòng)力傘拉力賽，2004年，“海爾杯”動(dòng)力傘巡回賽，歷經(jīng)三個(gè)多月十八個(gè)城市，到場(chǎng)觀眾超過了20萬人，**電視臺(tái)國(guó)際頻道對(duì)賽事進(jìn)行了全程報(bào)道并制作了多集專題片。2005年，在上海成功舉辦了有七個(gè)國(guó)家和地區(qū)45名運(yùn)動(dòng)員參加的國(guó)際動(dòng)力傘邀請(qǐng)賽，特別邀請(qǐng)了國(guó)際航聯(lián)的官員和裁判，得到了國(guó)際**們的充分肯定。中國(guó)航協(xié)也組織參加了多次在國(guó)外舉行的世界性比賽， 2005年8月，中國(guó)動(dòng)力傘**隊(duì)3名運(yùn)動(dòng)員，參加了在法國(guó)舉辦的世界動(dòng)力傘錦標(biāo)賽。2006年，再次得到國(guó)際**企業(yè)的贊助和支持，成功在五個(gè)城市舉行了“豐田銳志杯”動(dòng)力傘巡回賽暨全國(guó)錦標(biāo)賽。由于國(guó)內(nèi)舉辦各種動(dòng)力傘賽事和活動(dòng)的巨大成功，得到了國(guó)際航聯(lián)的高度重視。
動(dòng)力傘飛行是一項(xiàng)集技能、體能、智能于一體的時(shí)尚體育運(yùn)動(dòng)，同時(shí)也是一項(xiàng)勇敢者的運(yùn)動(dòng)。動(dòng)力傘飛行所使用的器材是至今為止，人類可控飛行**容易掌握的有動(dòng)力載人**小飛行器。動(dòng)力傘作為一種飛行器,有續(xù)航時(shí)間長(zhǎng)、造價(jià)低、雷達(dá)反射面小、載荷大等特點(diǎn)。
動(dòng)力傘運(yùn)動(dòng)是運(yùn)動(dòng)員駕駛動(dòng)力傘飛行器材，在平地完成起飛升空，低空完成踢標(biāo)、繞標(biāo)、定點(diǎn)，空中完成延時(shí)留空、目標(biāo)尋找、速度競(jìng)賽等飛行科目的航空運(yùn)動(dòng)項(xiàng)目。在許多競(jìng)速科目中，只規(guī)定了一些必須飛越的標(biāo)志點(diǎn)，至于點(diǎn)與點(diǎn)之間的飛行順序、飛行方向、飛行路線，都需要運(yùn)動(dòng)員自己做出判斷，并在**短的時(shí)間內(nèi)做出決策和完成任務(wù)。在規(guī)定方向和順序的踢標(biāo)、繞標(biāo)科目中，運(yùn)動(dòng)員要人與器材密切配合，既要熟練掌握動(dòng)力傘的操縱技法又要體會(huì)和判斷氣候的影響、風(fēng)的變化，做到人傘合一。動(dòng)力傘運(yùn)動(dòng)不僅是一項(xiàng)身體和技能的訓(xùn)練，更是一項(xiàng)心智的訓(xùn)練。這項(xiàng)運(yùn)動(dòng)涉及到航空理論、氣象知識(shí)、運(yùn)動(dòng)健身等多學(xué)科知識(shí)。深受廣大航空運(yùn)動(dòng)愛好者的喜愛。
Powered paragliders are useful as
replacements for terrestrial vehicles in difficult terrain. In some areas
during the spring when the sea or lakes are still frozen but the ice has begun
melting, the waters cannot be walked, skied, or driven on and cannot be
navigated by boat. Hydrocopters, hovercraft, and aircraft are the only ways to
travel in such conditions. Furthermore, if the landscape is fractured by small
and shallow lakes and bays, as in swamplands, it may be difficult to navigate
even in good conditions. Observation and counting of protected species, e.g.
Saimaa ringed seal, in such conditions has been conducted using a powered
paraglider.
Another use that has been demonstrated is
the herding of reindeer. Although the tundra is open terrain, there are no
roads and the terrain is still uneven. A powered parachute can be used instead
of a snowmobile or a motorcycle.
